Created Draft Invoice to apply to newly applied/initiated Members in order to display their balance due between the periodic invoice generation.

Fixed a bug that did not display rejected hours for a member in DC 82
Membership Tab:
Added new rule when processing Activities so that users would not be able to process activity dates before a member’s effective date.
Fixed bug to no longer prompt user for “Political Contribution, Representation and Dues Checkoff” when changing a member’s activity from “Paying on Application” to “Initiated”.

Fixed bug that did not display Employers when adding a new employer to a student.
